In the figure BD is the angle bisector of ABC.
For constructing the bisector, arc EFG is drawn first.
After that, arc IJK is drawn taking G as the centre with any radius more than half of EG.
Then, with the same radius arc LJM is drawn taking E as the centre.
By joining the point B and J, the angle bisector is constructed.

So, minimum three arcs are necessary for constructing the angle bisector.
