The Monthly Income of the man = ₹ 28,000.

Amount given to wife = $\frac{1}{5}$ of ₹ 28,000.
= $\frac{1}{5}\times 28000$

= ₹ 5600

Remaining amount = 28000 - 5600

= ₹ 22400

Amount spend on household expenses = $\frac{2}{5}$ of 22400
= $\frac{2}{5}\times 22400$
= ₹ 8960

Money left with him = 22400 - 8960 = ₹ 13,440
