The functional group in this compound is a ketone. Hence, the parent compound is cyclopentanone. There are two ways to number the carbon atoms in the parent compound as shown in above image. But according to the "lowest sum of locants rule", we will prefer the numbering which gives the lowest sum i.e. 6 of the locants. Hence, the correct IUPAC name of this compound is 4-bromo-2-methyl cylopentanone.
