The Standard Reduction Potential Eo of the reduction of Cl2 to Cl is +1.36V whereas Eo of reduction of NO3 to NO2 is +0.80V. As the Eo of Chlorine is greater then the Eo of nitric acid Chlorine will be reduced not oxidised.
