The correct option is D $n_{1} > n_{2}$
Given:
$θ_{1} = 0; θ_{2} = 30^{\circ}$

We know that electric flux is given by

$ϕ = \to E . \to A = E A cos θ$ = Number of electric field lines crossing given area perpendicularly

When $\to A | | \to E$ that means $θ_{1} = 0$

So,
$ϕ_{1} = E A cos 0^{\circ} = E A$

$\Rightarrow E A \propto n_{1} . . . . . . . . . . (1)$

When $\to E$ makes an angle of $30^{\circ}$ with $\to A$

So,
$ϕ_{2} = E A cos 30^{\circ} = 0.87 E A$

$\Rightarrow 0.87 E A \propto n_{2} . . . . . . . . . . (2)$
