Here one million =1000000,
Given no;s. are 2,3,0,3,4,2,3
A number greater than 1000000 has 7 places,and all digits are to be used.
But 2 repeated twice and 3 repeated thrice .
Total no. of ways arranging 7 digits=7!213!=420
But, the no. begins with 0 are no more 7 digits no. then reject those no.'s.
These can be arranged in 6!2!3!=60
Required no. of arrangements. 42060=360
