Number of seats in $2001 = 400$
$10 %$ increased in $2002$ from $2001 = 400 + 400 \times (\frac{10}{100}) = 440$
10% increase in $2003$ from $2002 = 440 + 440 \times (\frac{10}{100}) = 484$
Hence, the number of seats in $2003$ are $484$ .
