We know,

Mean=Sum of all data pointsTotal number of data points

Here, the average number of toffees in each jar
=Sum of toffees including four jarsTotal number of jars

=89+74+25+84
=1965
=49

Hence, the mean 49 is the number of toffees that each of the four jars will contain after equal distribution.

We can see that the mean of the data points, i.e., 49 lies between the smallest (8) and the largest (89) numbers of the data set, i.e., 8<49<89.
