Voltage in the secondary coil is induced whenever magnetic flux linked with the secondary coil change due to change of magnetic field or area of primary coil. Since constant magnetic field is produced due to primary coil because of $1.5$ V (DC), so magnetic flux linked with the secondary coil also remains constant. Hence no emf is induced in secondary coil.
