The correct option is D receding earth with a speed equal to 1.5×106 m/s.
The Doppler shift in wavelength is given by,

Δλλ=vrc

Here, λ increases by 0.5 %

i.e. Δλλ×100=0.5

Δλλ=5×103

And c=3×108

5×103=vr3×108

vr=1.5×106 m/s

As the apparent wavelength is increasing, the galaxy is receding earth.
