So here 2 dorbitals are used in this complex formation.

We must know the splitting of d orbitals is as per above shown image:

So first two orbitals d(z)2 and d(X2y2) are filled then remaining 3 orbitals are filled. As per the hybridization of ICl4, which is sp3d2 2 d orbitals are filled which must be d(z)2 and d(X2y2).
