In $S_{N}2$ reaction, the nucleophille attacks from the backside resulting in the inversion of molecule. As we move from $1^{\circ }$ alkyl halide to $3^{\circ }$ alkyl halide, the crowding increases and $+I$ effect increases. This causes the carbon bearing halogen less positively polarized. So, more substituted compounds are less readily attacked by the nucleophile in $S_{N}2$ reaction.
