The Parliament, located in Delhi, has the upper house and the lower house, is it that the Lower House is the Legislature and the Upper House is the Executive?

The executive branch consists of the president, vice president, and a Council of Ministers, led by the prime minister. Where as the legislative branch consists of the two houses of parliament—the lower house, or Lok Sabha (House of the People), and the upper house, or Rajya Sabha.
