We know that opposite sides of parallelogram are equal.
Let the sides be $a$ and $b$.
$\therefore$ Perimeter $=2\times (a+b)$
$32=2\times (9.5+b)$
$16=9.5+b$
$\therefore b=16-9.5=6.5cm$
