Let length of the paper $=l$ cm

Using formula, Perimeter of the rectangle $=2(l+b)$

It is given that perimeter is $30$ cm

So,

$2(l+\frac{23}{2})=30$

$l+\frac{23}{2}=\frac{30}{2}=15$

$l=15-\frac{23}{2}$

$l=\frac{30-23}{2}$

$l=\frac{7}{2}$ cm
