The correct option is B $32$
If x and y be the sides of $S_{1}$ and $S_{2}$ , then
$4 (x - y) = 12 . . . . . (i)$ and
$x^{2} = 3 y^{2} - 11 . . . . (i i)$
we get $x = 1$ or $8$ so perimeter of $S_{1} = 4 \times 8 = 32$
