Given that:

Population in $2003=54,000$, Increasing rate $=5$

$i)$ Population in $2001=54000-\frac{54000\times 5\times 2}{100}$ [Since Gap=$2$ year]

$=54000-5400$

$=48,600.$

$ii)$ Population in $2005=54000+\frac{54000\times 5\times 2}{100}$ [Since Gap=$2$ year]

$=54000+5400$

$=59,400.$
