No of females $= \frac{1}{5} \times 25, 000 = 5000$
No of males $= 25, 000 - 5, 000$
$= 20, 000$
No. of population educated $= \frac{95}{100} \times 20000 + \frac{60}{100} \times 5000$

x% of 25,000 = 22000
