Pressure at ground floor = 40000 $P_{a} = P_{0}$
Pressure at first floor = $P_{1} = 10000 P_{a}$
from Pascal's law $P_{0} = P_{1} + ϱ g h [ϱ = 10^{3} k g / m^{3} g = 10 {m g}^{- 2}]$
40000 = 10000 + $10^{3} \times 10 \times h$
$h = 3 m$
