Total amount to be paid $=M.P.+S.T.\%ofM.P$
$13530=x+10\%ofx\Rightarrow 13530=x+\frac{10}{100}x\Rightarrow 13530=x+\frac{x}{10}\Rightarrow 13530=\frac{11x}{10}$
$\Rightarrow x=\frac{13530\times 10}{11}=Rs12,300$
Hence, basic price of the washing is Rs 12,300
