First decrease in percent
part / whole $= \frac{(120 - 100)}{120}$ $= 0.17 = 17 %$
The second decrease in percent
part / whole $= \frac{(100 - 80)}{100}$ $= 0.20 = 20 %$
The second decrease was larger in percent term. The part was the same in both cases but the whole was smaller in the second decrease.
