The given experiment can have two possible outcomes.
1. Raining in city (R)
2. Not raining in city (not R)

In terms of probabilities of raining in city or not raining in city:
1. P(R)
2. P(not R)

Sum of probabilities of all possible outcomes = 1

∴ P(R) + P(not R) = 1

Given , P(R) = 0.24

So, P(not R) = 1 - P(R)

= 1 - 0.24

= 0.76

Hence, the probability of not raining in the city is 0.76
