 The only two possible units digits that have product 28 are 7 and 4 
The only two possible tens digits that have product 15 are 5 and 3 
Therefore, there are only two feasible answers
 54 and 37 or 57 and 34 

54 and 37 have product 1998, so that's not it.
 57 and 34 have product 1938, so that's it.
