Let the other fraction be x.

Dividing both sides by $\frac{2}{3}$ we get,

$\Rightarrow (x\times \frac{2}{3})÷\frac{2}{3}=\frac{20}{3}÷\frac{2}{3}$

$\Rightarrow x\times \left(\frac{2}{3}\right)÷\frac{2}{3})=\frac{20}{3}÷\frac{2}{3}$

$\Rightarrow x=\frac{\frac{20}{3}}{\frac{2}{3}}$

$\Rightarrow x=\frac{20}{3}\times \frac{3}{2}$
