The production manager asked the foreman to achieve a target production of 200 units per day, but he doesn't give him the authority to requisition tools and materials from the stores department. Can the production manager blame the foreman if he is not able to achieve the desired target? Give reasons.

No, the production manager cannot blame the foreman if he is unable to achieve the desired target. It is because, for effective delegation, an authority granted must commensurate with the responsibility i.e. equal and not more or less authority must be given. Lower grant of stores will make the person ineffective to perform the assigned job. Thus, the manager cannot create accountability if he does not grant authority to the foreman.
