Writing the series in ascending order $7, 10, 12, 15, 17, 19, 25$
$Q_{1} = \frac{15 + 7}{2} = 11, Q_{3} = \frac{25 + 15}{2} = 20$

$= \frac{Q_{3} - Q_{1}}{2} = \frac{20 - 11}{2} = 4.5$
