It is given that should all news be controlled by Government in a democracy?If it is like this actual news will not be coming out.Though variety of news confuses people still people are far enough to judge which is right or wrong.Hence first statement is not that strong.Coming to second statement if it is controlled news will be mostly in favour of government.Hence statement 2 says no which is strong.
