The correct option is B 30 volts
Given system is a spherical capacitor
So capacitance of system C=K×4πϵ0[r1r2r2r1]
=69×109[9×101]×102=6×1010 Farad
Now potential of inner sphere will be equal to potential difference of the capacitor.
So V=qC=18×1096×1010=30V
