$h=3.5m$

Therefore,

Volume of cylindrical vessel = $\pi r^{2}h=\frac{22}{7}\times 1\times 3.5=11m^3$

Let the rain fall be x m. Then,

Volume of the water = $22\times 20\times x$

Volume of the water = Volume of cylindrical vessel

$22\times 20\times x=11$

$x=\frac{1}{40}m=\frac{100}{40}cm=2.5cm$
