Heat lost is proportional to fourth power of temperature
$R \propto 400^{4}$ , since the atmospheric temperature is quite low
$R_{1} \propto 800^{4}$
so $\frac{R}{R_{1}} = \frac{400^{4}}{800^{4}}$
so $R_{1} = 16 R$
