We know, diameter = 2 × radius.

Then, radius =diameter2.

Given, ratio of diameter =3:5.

Then, ratio of radii =32:52=3:5.

Thus, ratio of diameter = ratio of radii.

Now, circumference of a circle =2πr.

ratio of the circumference =2π(3):2π(5) =3:5.
