The lower the resistivity of a material, the better is the conductor.
Resistivity of silver is $1.59 \times 10^{- 6} Ω c m$ that is smaller than that of copper $1.68 \times 10^{- 6} Ω c m$ so the silver will be a better conductor than copper.
