Torque produced, τ=r×F
τ=r×500 Nm
Also, we know that
τ=Iα
I (for rim) =Mr2=10r2
r×500=10r2×3
r=50030
Radius r=16.67 m

Alternate:
Since the force is acting tangentially, which is given by
Ft=mat=mrα
500=10×r×3 r=50030=16.67 m
