According to the question,

$\therefore$ number of participants who do not receive hampers $=104+16=120$

Number of participants who receive hampers $=y+34$

Given that the number of participants who do not receive hampers is twice the number of those who do.

$\therefore 2(y+34)=120$

$\Rightarrow y+34=60$

$\Rightarrow y=26$
