Length of the rectangle $=20-(3.5+3.5)=20-\frac{7}{2}\times 2=13$
Perimeter of rectangle contributing to the garden is $=2\left(13\right)=26m$
Circumferences of semicircles$=\pi \left(3.5\right)+\pi \left(3.5\right)=22m$
Perimeter of circle$=$ circumference of circle $=22m$
Perimeter of garden $=26+22=48m$
