3. The members of a Vidhan Parishad are elected as follows.
a. One third of the members are elected by members of local government bodies like municipalities and panchayats.
b. One third of members are elected by ​members of the Legislative Assembly of the State.
c. One-sixth are nominated by the
Governor.
d. ​One-twelfth are elected by persons who are graduates in the state.
e. One-twelfth are elected by persons engaged in teaching in educational institutes of the state.



4. The qualifications required to be a member of state legislatures is that the person should be an Indian citizen who is at least 25 years old and does not have a criminal record.

6. State governments are required because India is a federal country. The constitution assigns various responsibilites of governance to state governments. Such responsibilities can only be carried out by state governments and not by the central government.
