$q=\frac{-7\times 2}{12\times 2}-\frac{13}{24}[\because LCM\text{of}12,24=24]$

$=\frac{-14-13}{24}$

$=\frac{-27}{24}$

$=\frac{-27÷3}{24÷3}$

$=-\frac{9}{8}$

Hence, the other rational number is $-\frac{9}{8}$.
