$P = P_{o} + ρ g h (10^{3} \times 10 \times 4) = 10^{5} N / m^{2} + 4 \times 10^{4} N / m^{2} = 1.4 \times 10^{5} p a = 1.4 b a r$

When tap is opened, then the pressure at tap is equal to the pressure of atmosphere. That is $P = 1 b a r$
