The swimmer is able to cut through water in the swimming pool because matter is not continuous, but is made up of particles which have vacant spaces between them. Further, the forces of attraction between molecules of water are not strong either. This is the reason why a swimmer can easily cut through water by applying force to displace water and occupy its place.
