Akbar divided his empire into 15 subahs. Subahs is Arabic word for province. Each subah had a ruler called subhedar. Subahs were further divided into sarkars or districts which were divided into parganas or mahals. When the empire started dissolving in the 18th century, subahs started becoming independent units.
