Government of India Act of 1919 was passed on the basis of recommendations of Montford Reforms. It introduced provincial government dyarchy. Subjects were divided into two lists: reserved and transferred subjects. The Indian Council was to be made of not less than 8 and not more than 12 members with tenure of 5 years.
