E=aθ+bθ2 so dEdθ=a+2bθ
For neutral temperature θ=θn,dEdθ=0
or a+2bθn=0
or θn=a/2b=700/2=350oC
As cold junction is at 0oC so negative neutral temperature can not be possible.
