The border at top and bottom is $2 c m$
Area of border is $2 \times 2 \times 15 = 60 c m^{2}$
The border at sides is $4 c m$
Area of border is $2 \times 4 \times 10 = 80 c m^{2}$
The border at corners is $4 \times 4 \times 2 = 32 c m^{2}$
Tota area of border is $60 + 80 - 32 = 108 c m^{2}$
