Also the the thousand's digits that is the left most digit will always be $4$ because the number has to be between $4000$ and $5000$.

The unit and the thousand's digit are fixed that is they have only one option.

The other two digits can take $5$ values each that is $4,5,6,7$ or $8$.

Hence the answer $=1\times 5\times 5\times 1=25$
