The underside of cooking utensils is blackened but its side are kept polished. Why?

Bottom part of the cooking utensil is blackened so that maximum alount of heat is absorbed by the utensil, where as the upper part is kept shining so that minimum amount of heat is lost from the cooking utensil . if minimum amount of heat is lost and maximum amount of heat is absorbed then the food will be boiled or cooked quickly.
