$7$ represnts seven positive chips.

Without altering the 7 positive chips, two positive and two negative chips will be inserted.
( $∵$ One positive and one negative chip cancel out each other, yielding a result of 0. So two positive and two negative chips are added)

$\Rightarrow$ Subtracting two negative chips we get,

$∴$ Answer = 9
