Since at the escape velocity, the particle escapes to infinity, reaching where its velocity (and hence kinetic energy) becomes 0. Also, due to infinite distance, the potential energy also becomes 0 at infinity. Hence, by energy conservation, the total mechanical energy is 0 at any point. Hence, the statement is true.
