Speed of river = vr= 2Km/h= 2×5/18=5/9 m/s.and speed of 8Km/h = 8×5/18 =209m/s.as these two velocities are perpendicular to each other so their relative velocity v= 2581+40081 = 4259=2.29 m/s.let time taken to cross the river be t then, 400t = 4259. or t = 400×9425=3600425 second.or the horizontal drift during this time = x.therefore x = vr×t =59×3600425 =2000/20.61 =97.04m.
