The British were getting cautious of the growing nationalist feeling among Indians in the latter half of the nineteenth century. The Vernacular Press Act was passed in 1878 by Lord Lytton. According to this law, the editor of a vernacular newspaper had to get the content reviewed by the police before publishing. Lord Lytton, then viceroy of India (governed 1876–80), the act was also intended to prevent the vernacular press from expressing criticism of British policies—notably, the opposition that had grown with the outset of the Second Anglo-Afghan War (1878–80). The act excluded English-language publications.
