Gravitational force will act on both balloon and load in downward direction and buoyancy will act on the balloon in upward direction. To lift the load ,

For just sufficient condition,
ρaVg=ρhVg+mlg
(12.9×1049×105)V=25×103
V=2.08×107cc
,V=20.83m3
Hence correct answer is C.
